Why do I have to set up Whoscall as the "Default phone app"(Android 8,9) or "Default caller ID & spam app"(and above Android10)?

According to the Google Play Policy, devices working on Android 8 and up will need to offer the permission of Phone to the third-party application, so that Whoscall can normally identify and block calls.
